My Friend Has Painful Blisters On The Soles Of His

My friend has painful blisters on the soles of his feet, his hands and various other places. They put him on antivrals, told him it was herpetic whitlow. It seemed to be getting better but as soon as he was done with the meds, it returned worse than ever. He hasn't slept in weeks. What could this be?
