My Granddaughter Is 2 Months Old. She Has A Bluish/reddish

My granddaughter is 2 months old. She has a bluish/reddish bulging blood vessel from the corner of her left eye over the bridge of her nose. Could this be sugar bug? What can be done? Should she see a specialist of some kind? Her pediatrician says it is a blood vessel and it will go away soon...nothing to worry about.
