My Granddaughter Is 8 Years Old. She Has Had A

My granddaughter is 8 years old. She has had a few non itching red whelps over the last 2 weeks. Her mom put cream(??) on them and they went away. Today we see it all over her torso and especially around the panty line in the front. She says it doesn't itch. We are surprised it doesn't itch since it looks like excema to us. Any thoughts on this?
