My Grandson Has The Skin Around His Left Eye Red,

My grandson has the skin around his left eye red, itchy, dry and coarse and flakey. He also has the same sort of thing in the upper crease f his left ear. Has been for nearly 2 months now. Have taken him to 2 doctors and they said it was dry skin, recommended use Vaseline, which made it worse. Olive oil helps a bit, now the dr. thinks it's an allergy and he has been taking Benadryl for 2 days....don't see much happening....what could it be?
