My Hands Have Been Cold Since Last October Due To

My hands have been cold since last October due to living in conditions where no one turned the heat on....they continue to be cold in 90 degree temps,,,,are affected by being in A/C locations....is this nerve damage....is it permament or can something be done to reverse this painful condition ????
