My Husband Drank Some Liqueur, To Much Before He Went

My husband drank some liqueur, to much before he went to the basement to try to work on the water heater. It's 15 Yrs old & we have been having problems with the water not getting hot. He turned it off, bent down to spray the bottom of the tank with air spray that is used for cleaning keyboards etc. he started to have nasal problems he said he wanted it out. He kept on spitting in a cloth now he lost his balance & now he is just laying on the floor not wanting to get up.
Doesn't want me to call to get help! He said he will refuse any help.
