My Husband For About A Year Has Some Blood-red Spots

My husband for about a year has some blood-red spots on his calves, and they don't hurt, but might have some itching a little sometimes. It looks like the skin is bleeding in spots, but when you touch it there is no blood. He has put iodine on some of it and seemed to help, but it has moved even some small spots down on the ankle. What could this be.....wondered if a fungus, vein problem??
