My Husband Had A Heart Attack Last October. He Also

My husband had a heart attack last October. He also has high blood pressure. He is to have a hip replacement this November, hopefully. But, for the past several weeks, his facial skin and down his neck has become thick, and red and leathery and flaky. He is flaking all over the place.

He is bald on top, with a ring of white hair. He has always used Lubriderm lotion daily. Something has changed. What would cause this reaction... the top of his head where hair would be is whitish, not red, but the rest is so weird. What could cause this???
