My Husband Had Pacemaker Inserted Aug. 28 & Pulse Rate

My husband had pacemaker inserted Aug. 28 & pulse rate programmed at mid 70's. This pas week or so his pulse rate is regularly in mid to upper 80's & he is having shortness of breath & tightness in chest when he walks a short way. Could the pulse rate cause this?
