My Husband Has EVERY Low Thryroid (hypo) Symptom... Too Long

My husband has EVERY low thryroid (hypo) symptom... too long a list to put here. Keeps getting tested. He has 1.06 T4 Free and 2.2 TSH so they say he's normal. I keep insisting that he should be put on Levothyroxine. (I've been on .5 for three years and my whole life turned around for the better. All his other test results (including heart) are fine. Can he still be low with these test results??
