My Husband Has MS. He Is Experiencing The Inability To

My husband has MS. He is experiencing the inability to reason, he does not understnd the simpliest instructions and cannot follow simple commands, he has forgotton how to get out of his powerchair and transfer to the toilet. He has also had 2 CVA's-Right temprol bleed and and ASA failure from the occipital. His urine output is scant with a strong foul odor. Could he be septic or experiencing another CVA/TIA?
