My Husband Has A "raised Rash" In The Lower Part

My husband has a "raised rash" in the lower part of his hair line. we've taken pictures. he works outside as a land surveyor and does deal a lot with ticks. Also, for the past 3 days he hasn't felt well. He starts burning up, then he's freezing, has body aches, chills(badly at night) at night, also and bad headache. He has changes in his vision. He describes it as a "cloudy" sight and usually only happens when he gets the fever or chills. Feels "ok" during the day, but, not himself
