My Husband Has Constant Pain In His Legs. He Complains

My husband has constant pain in his legs. He complains of swelling, some numbness, slight dis coloring , muscle tightness and lots of painful leg cramps. We have often thought of diabetes, however he has been tested and comes back negative. Any ideas and what type of doctor would you suggest? Anything we can do at home to eliviate symptoms. Thanks
