My Husband Has Ear Congestion And Hearing Loss In Only

My husband has ear congestion and hearing loss in only his right ear and it is only when he is home in our garden level apartment. He has asthma and allergies to cats which we have . once he leaves the congestion and hearing loss goes away and only returns when he is home what's wrong with him and how do we fix it
