My Husband Has Experiencing Hearing Loss Of 70% Plus. He

My husband has experiencing hearing loss of 70% plus. He has a cracking and popping noise inside ears along with a pressure above his eyes and pain from just below ear down jaw line. At times a bit of dizziness. He has had anitbiotics twice this year but they have not remedied the problem. Has had mri a year ago, but now we have not insurance. Any idea what may be the problem and if so is there anything we can do to treat without incurring major medical expenses?
