My Husband Has Fullness In His Ears It Has Lasted

My husband has fullness in his ears it has lasted 4 yrs no one can figure out his issue! He has ringing in his ears , he says he feels like someone shook his head hard and it's still shaking in there? Kinda hard to explain he just feels off he says! Any ideas?
