My Husband Has High Blood Pressure And Diabetes, Lately His

My husband has high blood pressure and diabetes, lately his blood pressure has been like 121/56 and his blood sugar is 38, he just checked it. He has been falling asleep instantly, no appetite, real thirsty at times. I have tried to get him to go to the hospital but he will not. What could I be expecting and what should I tell him to get him to go to the hospital?
