My Husband Has Increased Fluid In His Ball Sack, Went

My husband has increased fluid in his ball sack, went to a urologist and he said the only way to perminatly fix it is surgery. The problem is we are trying to get pregnant so the doctor said we could wait as long as my husband was still comfortable. However now he is having a hard time ejaculating. Can this extra fluid build up be causing this? Should he go back to urologist or is there another physician he should see for this problem?
