My Husband Has Numerous Moles Beginning To Show All Over

My husband has numerous moles beginning to show all over his skin. Literally all over his body. Also numerous skin tags. All shapes and sizes. His skin is oily oily oily. He has had several removed to no avail. Also he has actually cut (with scissors) several off himself. This cant be good. HELP
