My Husband Has Two Small White Dots On His Face(cheek)

My husband has two small white dots on his face(cheek) they are tender to touch. they are not pimples or white heads. The center is hard. He tried using his nail to scratch them off but could not. He was successful with a razor blade, against my advise. any ideas? Thankyou.
