My Husband Is A CKD Patient. He Is Diabetic For

My husband is a CKD patient. He is diabetic for thirty years. He has no sensation under knees resulting in poor balance. Yesterday night he was quite restless with suffocation. Unfortunately our BP instrument couldn't work due to weak cells. Pulse was 128 per minute.
What could be done at the moment to control the situation.
We have no nephrologist in our city.
