My Husband Is Experiencing Pain In His Neck On Both

My husband is experiencing pain in his neck on both sides of his larynx and also on both sides of his chest by his collar bones. It hurts to touch. It started on Saturday and wasn;t hurting very bad until late morning today. He says that it is difficult to pin point and describe the pain. He also mentioned that the back of his neck felt sore too. Voice sounds a little lower but not a sore throat. He has several health issues, diabetes, sleep apnea, reflux (controlled with meds).
