My Husband Skin Has Been Drying Up And Getting Worse

My husband skin has been drying up and getting worse each day. It looks like red blotches on his shoulders and chest. It feels like paper. He said he did 200 push ups and a dry line has appeared on the line of his chest area it's dark red and feel like paper.
