My Husband, Who Is 82 Years Old, Is In Heart

My husband, who is 82 years old, is in heart failure. He has developed what look like bug bites on his feet. They are tender to the touch and his feet are somewhat swollen. His left foot is worse than his right. We sleep in the same bed and I have no such "bites". I have changed the sheets and treated his bites with anti-itch cream and last night sprayed his feet with anti-bug spray before going to bed. He is concerned that it is due to poor circulation. Any thoughts? We're going to call our doctor this morning.
