My Husbands Third & Fourth Fingers On Each Hand Are

My husbands third & fourth fingers on each hand are so curled over so that he cannot straighten them out. He has no pain, only very inconvenient for any grasping or holding. I understand the name of this condition is a tight pully muscle. What expertise in a Dr. would be necessary to treat this condition? What might be a possible treatment to relax those muscles?
