My Husband's Veins In His Arms Always Bulge Out. Today

My husband's veins in his arms always bulge out. Today we noticed in his right arm that when its laying straight out/flat his veins are sunk in from his elbow to his hand. When he lifts his arm the veins start to bulge out from his elbow to his hand slowly. With slight burning sensation in his arm. What is this?
