My Mom Had A Foley Catheter Put In Yesterday And

My mom had a foley catheter put in yesterday and I have emptied it twice. Just now she walked in from the kitchen and there is a blue clamp dangling with a rubber band attached to the tube. I didn't see this last night or this morning when I emptied the bag and don't know what it goes to ? What do I do???? S
The tube seems to be draining ok
