My Mom Thinks That My Sister Has Bipolar...... How Can

My mom thinks that my sister has bipolar...... how can you tell if someone has bipolar? I have been researching online of symptoms......my sister has quite a few of them......it has been an emotional roller coaster over the years....especially for my parents.
