My Mom Went Through Thyroid Test Where Her Tsh Level

My mom went through thyroid test where her tsh level shows 0.1 but anti tpo shows >1300. what does this reflect? also she had tsh test done around 3 weeks back where her tsh was 34 and dr advised thyroid medicine
please advise is it by taking medicine or something else
