My Mother Is 82 Years Old And Is Experiencing Heart

My mother is 82 years old and is experiencing heart rhythm issues. She is on oxygen along with 6 medications. Her neck feels tired towards the back. Her oxygen level is 95 but at this time has a heart rate of 35 beats per minute.
Could this be signs of a stroke?
