My Mother Is In A Nursing Home. She Is Paralyzed

My mother is In a nursing home. She is paralyzed on her right side from a stroke. We try to help with cutting her nails. But this is difficult to do. To compound the problem, she has diabetes. So they won't cut them. They get so long and I know uncomfortable, so we do them, even the paralyzed side. She has a lot of dead skin and dirt under the nails. The other day I tried to clean out under the nails and drew blood, a little. Should we call them on her care and well being. They areso long and must hurt.
