My Mother Was Just Released From Rehab Where She Was

My mother was just released from rehab where she was walking with a walker but when we got home she was unable to pull herself out of the car or walk to the house using the walker. She has congestive heart failure and has a lot of fluid buildup in her legs. What could cause this?
