My Mother's CT Scan Says That There Is Partial Fluid

My mother's CT Scan says that there is partial fluid opacification of the mastoid air cells bilaterally. She has been taking oral antibiotics, but she is not getting any relief and the pain is worsening. Is this finding an indication of mastoiditis? She would need to be hospitalized to get intravenous antibiotics?
