My Mum Who Is 85 Has A Rash Over Her

My mum who is 85 has a rash over her face and neck but her face looks swollen and her cheeks are hard, she has had a rash on neck a few weeks ago, should I take her to hospital sorry I though you were nhs and suggest what I should do if she gets worse I will take her to hospital already paid for her treatment from 40 years working life
