My Nephew Has Low IQ, Attention Deficit, Memory Difficulty, Speech

My nephew has low IQ, attention deficit, memory difficulty, speech impediment, large head. He has to be told things many times to grasp the concepts and shows little interest in learning things other than playing
games on his I-phone. (he has always been this way)
Could he have encephalitis??
