My Niece 26 Had 2 Strokes On A Cruise Ship

My niece 26 had 2 strokes on a cruise ship 3 days ago. Her husband asked for air transport but was denied. They took 3 hrs to get her to a port and in hospital. NO treatment was given on the ship as the Dr argued with her husband thats she was not having a stroke but nerve damage in her neck.
She has 2 clots one in each side of the brain and is paralyzed. She didn't get any treatment until after an MRI. The cause is still unknown. They have checked everything. What are the chances of a full recovery ?
