My Niece Has Problems With Her Eyes. She Says She

My niece has problems with her eyes. She says she feels like when she sees, it's as if she is seeing through a drunk persons eyes. Things get jumpy and they seem "tracy". She also said she went to the doctors office and lots of tests were done but they couldn't figure things out! Want to help her find answers.
