My Partner Has Had A Water Infections On And Off

My partner has had a water infections on and off constantly for nearly 2years now, he has difficulty in passing water and though he has has his rectum hole felt and nothing was found, a camera down his penis but nothing found , the hospital doctor has put him on tablets for about 6 month's to shrink his prostate the urine infection has still come back. Could this be something serious?
