My Right Ear Feels Slightly Full And Can't Hear As

My right ear feels slightly full and can't hear as well as my left ear. I mostly only notice when i turn to the right of a noise and my ear just feels weird. I thought I just had earwax buildup, but i used an earwax softener for a few days, rinsed out my ear with an ear syringe and it didn't go away. there is no pain and I have not been swimming recently so I don't think I have an ear infection but I don't know what else it could be.
