My Sister Had Sezures As A New Born Till She

My sister had sezures as a new born till she was three and became severely mentally brain Damage. She just died at age 60. She did not live at home and had 24 care. But she could walk ,see , hear and seemed passive. Does a person in her situation have any brain thinking ability.
