My Sister Has Heart Failure With Approximately 40-45% Of Heart

My sister has heart failure with approximately 40-45% of heart function. MUGLA scan, Che,iCal, stress test, and halter monitoring have been done this month. She can not walk across a room without getting out of breath. Also complains of difficulty breathing while eating. Her doctor says the cause is not her heart. What could be causing these problems?
