My Sister In Law Is Taking Haldol For Vertigo. She

My sister in law is taking Haldol for vertigo. She has been on this for over 6 years. She shuffles when she walks, she sleeps all day and night, she bathes once every 6 to 8 weeks. She has lost so much weight and is white and she is Italian. She will not go anywhere except maybe up to 10 times a year. What legal rights do we have to get this 64 year old off this medicine?
