My Sister Is 13 Years Old And Whenever She Itches

My sister is 13 years old and whenever she itches her skin or something her skin goes purple red but the thing is it washes off like ink when you wash that part with soap, it just washes away like ink. She said she was bitten by a little bug about 2 month ago but we dont know what it is.
