My Skin Gets Very Itchy And Initially It Was Small

My skin gets very itchy and initially it was small skin colored bumps but when I itch they turn red. They are all over my body and on my palms I noticed that they contain clear fluid. I went to a dermatologist a few weeks ago and it was not any type of bugs and she did not know what it was. She gave me a steroid ointment but I did not use it much and when I did it didnt make much of a difference
