My Son Has Prescribed Clenil 100 One Puff Twice A

My son has prescribed clenil 100 one puff twice a day and ventolin 2 puffs when required. Which one we should give him first? Clenil or ventolin? He has Downs Syndrome and never been diagnosed with asthma but very often has problems with breathing and astma like symptoms.
