My Son Has Severely Dry Skin In On The Bottom

My son has severely dry skin in on the bottom of his skin; it's cracking awful, also seems like he's starting to get dry skin in his palms also as well as his forehead. His mother has eczema, and one of my other kids has eczema as well but this seems to be a little extreme, we recently moved from NY to Tucson Arizona, could this be due to the weather and sun in our new environment?
