My Son Is 12 Month Old. He's Had A Low

My son is 12 month old. He's had a low fever 101-102 for over 24 hours. I've been giving him the smallest dose of infant Tylenol. Prob a total of 3 times .He woke up with a bad cough at first. And now it's like he tries to avoid it because it seems painful to him. He seems congested in his sinuses. Very tired. He didn't get much sleep during the day yesterday. Maybe 15 min cat naps and then would wake up crying. Over night he wakes up every couple of hours. Do you think I need to go to the ER right away or do you think we should wait it out a bit? It's 3:30 in the morning here. Thank you for your help!
