My Teenage Daughter's Left Breast Is Not Developing At All.

My teenage daughter's left breast is not developing at all. She does have a pectoralis major muscle. I have taken her to her pediatrician but she doesn't do anything but to say it's normal for one to develop before the other it's been a year an a half since her last visit and nothing has changed any advise or suggestions?
