My Urinalysis Chemical Shows High (0.3 Mg/L) Erythrocytes, High Leukocyte

My urinalysis chemical shows high (0.3 mg/L) erythrocytes, high leukocyte esterase (75 wbc/ul), nitrites negative. Microscopic analysis shows 3-10/HPF erythrocytes, bacteria and mucus present and no significant growth on cultures. Is this indicative of UTI?
