My Wife Aged 70 Has Been Told She Has Periodontal

My wife aged 70 has been told she has periodontal disease and some of her teeth need to be removed. the teeth to be removed are not in one quadrant and are on upper and lower surfaces. Is the removal usually done as a strictly surgical procedure or considered a "dental" service? I would think it would be surgical as the problem is not of the teeth but the surface of the gum and related tissue. Would it be a wise choice to seek a second opinion? Thanks.
